Savannah and Coastal Georgia Mortgage Hub: Stephens-Day Homestead, Flood and VA Loans
Updated October 2026
Buying around Savannah means comparing more than asking prices. A historic Chatham County house, a newer Bryan County subdivision and an Effingham County property can produce different tax, insurance and commuting costs at the same purchase price. Red Clay Rafters helps coastal buyers organize those differences before choosing a mortgage or writing an offer.
Stephens-Day savings need an address-level review
Chatham County's Stephens-Day homestead exemption can limit growth in the taxable value used for applicable property taxes on qualifying owner-occupied homes. It does not freeze every charge on a tax bill, and the seller's savings should not become your projected tax payment.
Georgia generally assesses property at 40% of fair market value, then applies eligible exemptions and local millage rates. Ask for a purchase-year estimate showing which exemptions you can claim and when they begin. Georgia's HB 581 floating homestead framework also requires checking the relevant taxing authorities' participation and local implementation; it is not a universal cap on the entire bill.
Use the Georgia Department of Revenue property-tax resources alongside parcel records. Compare Chatham, Bryan and Effingham separately rather than carrying one county's assumptions across the coast.
Match the loan to the property and occupancy
The 2026 baseline conforming loan limit is $832,750 throughout Georgia. FHA's 2026 floor is $541,287, although the applicable county limit should always be checked through HUD's mortgage-limit resources.
Eligible veterans and service members should compare VA financing with conventional options. Full entitlement can support zero-down financing without a county loan-limit restriction, but qualification, appraisal and property condition still matter.
For coastal addresses, request insurance quotes before the inspection period ends:
- Determine whether the lender requires flood insurance.
- Compare wind and hurricane deductibles, not just annual premiums.
- Check whether an elevation certificate could improve pricing.
- Identify separate association coverage for condominiums.
Build a closing budget that survives the first year
Georgia closings require a Georgia closing attorney. Budget for attorney and title charges, prepaid insurance, escrow deposits and applicable recording taxes. The intangible recording tax generally equals $1.50 per $500 or fraction thereof of a taxable long-term secured note, capped at $25,000.
Start with the monthly payment calculator, then add address-specific insurance and estimated post-purchase taxes. The closing cost estimator helps separate cash due at closing from recurring ownership costs. Keep a reserve for storm deductibles and repairs rather than using every available dollar for the down payment.

Editorial Methodology & Primary Sources
Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.
Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.
- Consumer Financial Protection Bureau (CFPB) — Loan Estimates, APR and borrower disclosures; Regulation Z.
- U.S. Department of Housing and Urban Development (HUD / FHA) — FHA program guidance.
- U.S. Department of Veterans Affairs (VA) — VA loan eligibility and benefits.
- Freddie Mac Primary Mortgage Market Survey (PMMS) — published rate benchmarks.
- U.S. Census state tax collections — state property tax benchmarks; confirm parcel-specific assessments and exemptions with the state revenue department and local assessor.
The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
